HONG KONG, 19th November, 1931.

Sir,

In accordance with Article XXVI(8) of the

Royal Instructions, I have the honour to forward the

accompanying copy of a bill intituled "An Ordinance

to authorise and validate the construction and

maintenance of piers, reclamations and other public

works in connection with the foreshore and sea bed

or Crown land covered with water".

2.

This ordinance has been drafted with the

immediate object of authorising work now being

carried on in connection with the Vehicular Ferry;

but since other large schemes of a similar nature are

in contemplation it has been considered advisable to

obtain general authority rather than to introduce

particular legislation in each instance.

3.

The opportunity has been taken to introduce

into the bill a Section based upon Section 74 of the Harbours Docks and Piers Clauses Act, 1847, the object

of which is especially the protection of the pipe line bringing water across the harbour to the town of
